San Juan County was looking to expand infrastructure in Spanish Valley. However, there was a large issue: there was no existing community culinary water or sanitary sewer systems. In order for growth to be a viable option, these systems needed to be put into place. With funding from the State Revolving Fund, JDE performed community demographics calculations, water system alternatives analysis, sewer system alternatives analysis, water and sewer system layout and design, water rights identification and investigation, and preparation of water and sewer system feasibility study. After these planning services were completed, San Juan County moved forward in developing these infrastructures.
