Several types of federal funds are allocated to Utah each year by Congress for use on transportation facilities in the rural and small urban areas of the state. In addition to these funds, specific dollars are also set aside for bridges on the local system in all areas of the state.

The Joint Highway Committee, made up of representatives from Utah counties and cities, provides coordination and yearly project recommendations to the Utah Transportation Commission for the use of these federal funds. They meet twice a year and give their project recommendations each spring; recommendations for the use of state provided state park access funds is also given.

The Joint Highway Committee administers the following specific highway funds:

  • STP Non-Urban Funds – Areas less than 5,000 population (Programmed through 2025)
  • TAP Small Urban Funds – Areas between 5000-50,000 population (Program Open)
  • TAP Non-Urban Funds – Areas less than 5,000 population (Program Open)
  • State Park Access Funds – Facilities accessing State Parks (Programmed through 2025) Must be one of several specific facilities identified in Utah Code, 72-3-202 through 72-3-206
  • Off-System Bridge Funds – Bridges on local/rural minor collector roads (Program through 2024)
  • STP Small Urban Funds – Areas between 5,000-50,000 population (Programmed through 2024)

 

Non-Urban Funds

• Project(s) may be selected for FY 2026

• Project(s) need to be on Roads functionally classified as a Major Collector or higher

• $2,000,000 maximum amount of federal aid

• Required local match of 6.77%

 

State Park Access Funds

• Project(s) may be selected for FY 2026

• Maximum amount of state participation is $500,000 per project.

• To be eligible for this program a road must be listed in the Utah Code in Sections 72-3-202 to 72-
3-206.

• Local match 50%

Small Urban Funds

• Project(s) may be selected For FY 2026

• Projects need to be on Roads functionally classified as a Collector or higher

• $1,500,000 maximum amount of federal aid • Required local match of 6.77%

• Special rule allows States to use up to 15% of funds sub-allocated for areas with a population of
49,999 or less on rural minor collectors and local roads. Call Chris Potter before applying to find
out what the 15% is in dollars so you can scale your project accordingly.

 

Off System Bridge Funds

• Project(s) may be selected for FY 2025 & FY2026

• Projects need to be on Roads functionally classified as Local or Rural Minor Collector

• No Maximum amount of federal aid

• Required local match of 6.77%

• Verify your candidate bridge is not on the New Bridge Program Funding List with UDOT Structures
before applying
