The Rivers, Trails and Conservation Assistance Program (RTCA) aims to create state, regional, and local networks of rivers, trails, open spaces, greenways, and parks. They do this by connecting with National Park areas and community partners in every state. 

It is suggested that one consults with the staff of RTCA before beginning the application process. An environmental impact statement is required to apply.
